The Vredehoek City Improvement District

The Vredehoek City Improvement District (CID) will improve Vredehoek by spending community funds according to a community-approved Business Plan.

How will it be created?

At least 60% of ratepayers must vote in favour of creating the Vredehoek CID. The Steering Committee will create a Business Plan based on community input and expected budget. Public meetings and focus groups will allow for input and adjustments before the vote.

How much will it cost?

Your contribution will likely be R50 – R180 per million rand of property value, per month (e.g. a R2m home between R100 and R360/month). The final rate will be decided during the public participation process and must be approved by the ratepayers and the City.

Ratepayers who receive a rebate on their rates from the city (such as qualifying pensioners and indigent ratepayers) are exempt. Non-residential (commercial) properties will pay a different rate. 

Are sectional titles (apartments) included?

Yes, sectional titles (apartments) within the boundary are included. Sectional title properties will pay the same rate per million rand value as other residential properties.

What services will be provided?

The final services will be determined based on the urban management survey, will depend on costs and how much the community is willing to pay, and must be approved by the ratepayers.

Possible services based on draft survey results and meetings with other CIDs include:

  • Dedicated 24/7 patrol vehicles
  • Camera monitoring using AI and humans
  • Taking over the cost of monitoring existing street cameras
  • Contracting a law enforcement officer from the City with the power to enforce by-laws
  • Cleaning teams to keep public spaces clean and tidy (particularly after bin days) by working with organisations that provide local jobs
  • Contracting social workers and related services to engage with rough sleepers
  • Paid CID manager and assistant roles so that the CID does not have to rely on volunteers
  • An operations office in Vredehoek
  • With the permission of DPVWatch, possibly take over costly aspects of DPVWatch operations that are currently donor funded and are applicable to the CID mandate, such as LPR cameras.

Current step in the CID Process

STEP 5: Conduct an Urban Managament Survey (UMS) to determine the needs of the community. The results will be used to build the CID Business Plan.

Vredehoek CID Area

The Vredehoek CID covers the Vredehoek & Devil’s Peak neighbourhoods, and is bounded by:

  • Jutland Avenue/Philip Kgosana Drive to the north;
  • Upper Buitenkant Street (becoming Gorge Street) to the west;
  • Table  Mountain National Park to the south and east — excluding High Cape and Disa Park.

Based on community feedback, the boundary was expanded on 16 October 2025 to include more of Vredehoek.
