Vredehoek CID Draft Business Plan
A community-led proposal for a safer, cleaner, greener and better-managed Vredehoek.
The draft business plan for the proposed Vredehoek City Improvement District is now open for public comment

Why a City Improvement District (CID)?
Vredehoek is a loved, walkable neighbourhood with a strong community identity. It also faces public-space challenges that are difficult to solve street by street or through volunteer efforts alone.
The proposed CID would create a reliable, accountable and City-regulated way to fund supplementary services for public safety, cleaning, park and public-space improvements, and social engagement.
A CID does not replace City services. It adds locally managed services that are funded by property owners within the approved CID boundary and delivered according to an approved business plan.
What would the CID do?
The proposed services are shaped by the Urban Management Survey, where ratepayers identified public safety, the negative aspects of homelessness, and cleanliness as key concerns.
The draft plan is therefore weighted toward public safety, while also addressing the public-space conditions that affect safety, cleanliness and liveability. The City’s CID framework requires every CID business plan to cover four connected service areas.
Public safety
- Two dedicated vehicles, each with two safety officers, patrolling 24/7 and linked to a central control room for rapid response.
- 24/7 camera monitoring at key points and high-traffic areas.
- A dedicated Law Enforcement Officer contracted through the City for by-law enforcement.
Social and economic development
- Contracting an accredited service provider to deliver street-level social engagement and support.
- Trained outreach workers will engage with homeless individuals and connect them to social services.
- Social worker support for counselling, case management, life skills and job readiness.
- Employment pathways into the cleaning team for those who are ready and willing.
Maintenance and cleansing
- Six-person cleaning team covering streets, pavements and parks with staggered shifts to cover area weekly.
- Cleaning scheduled around municipal bin days to reduce scattered rubbish and the impact of bin-picking.
- Focus on litter, dog waste and weeds with hazardous waste, such as discarded needles, reported for safe removal.
- Urban maintenance issues escalated to the City, including potholes, broken streetlights and damaged pavements.
Environmental development
- Strategic fencing to improve safety for children, pets and events at Plantation Park, edge of Jutland Avenue, and extension of Virginia Park.
- Improvements to green spaces, including Ixia Park, Chelmsford avenue and the corners of Gardenia Street and Derry Street.
These services are intended to work together: safer streets need visible response, cleaner spaces, better-managed public spaces and practical engagement with homeless people.

What would it cost?
The current draft residential rate is approximately R60.38 per R1 million of municipal property value per month, including VAT. The final rate must still be approved through the formal CID process and by the City.

Affordability note: We recognise that the same monthly amount affects households differently. The CID cannot legally charge a flat rate, create its own exemptions or exclude individual properties.
Ratepayers who receive a full or partial rates rebate from the City are entirely exempt from the additional rate.
How the decision for a CID will be made
The CID can only be established through a formal legal process.
At least 60% of proposed additional ratepayers must provide vote to support the CID. If the required support is reached, the application is submitted to the City for consideration and Council approval.

Vredehoek CID Area
The Vredehoek CID covers the Vredehoek & Devil’s Peak neighbourhoods, and is bounded by:
- Jutland Avenue/Philip Kgosana Drive to the north;
- Upper Buitenkant Street, Schoonder St, Flower St, and Upper Buitenkant Street (becoming Gorge Street) to the west;
- Table Mountain National Park to the south and east — excluding High Cape and Disa Park.
The boundary is intended to create a coherent and practical public-space service area. Boundary changes can be considered later through the proper process if the CID is established and
there is support from affected ratepayers.
